9U & 10U TOURNAMENT RULES
General:
• Monroe On Deck and Monroe Parks and Recreation Department are not liable for injuries that may occur during the tournament.
• No Carry Ins – Concessions will be available and is a fundraiser for Monroe On Deck Aces Baseball.
• No Alcohol or pets are allowed in Monroe parks.
• Age limit is 9 years of age or under for 9u and 10 years of age our under for 10u. Age as of April 30, 2025 is the determining date.
• No protests allowed. Decisions of the umpires and Tournament Director are final. Players, coaches, and spectators are expected to show good sportsmanship at all times.
• No infield, outfield or batting practice before the game on the playing field.
• Monroe On Deck reserves the right to change the rules and structure of the tournament due to weather related issues such as but not limited to time limits, tournament schedule, playoff structure, etc.
WIAA rules apply unless modified by the following:
a. Preliminary play games are six (6) innings in length or 1 hour 25 minutes. No new inning may start after that time. Bracket games will have a 1 hour 30-minute time limit. Preliminary play games that are tied at the time limit will end in a tie and will count toward standings and determination of the bracket round. If the home team is ahead at the time limit and is at bat, the game is over. The score at that time is the final score. If the game is tied and has not yet reached the time limit, teams will play until the time limit. If an inning starts before reaching the time limit, that inning will be completed unless the home team wins. The championship game will be played to completion if daylight and weather permit. Run rule still applies for the championship game.
b. Games shortened due to weather are complete if four (4) innings have been completed (3 ½ innings if the home team is ahead). The score at the end of the last complete inning will be the official score regardless if the visiting team has taken the lead in the top of an inning when the game was called.
c. A coin flip will determine the home team in preliminary play. The team that traveled the furthest will call the toss. The higher seed is the home team for bracket play.
d. The home team will be the official scorekeeper.
e. Preliminary play tie breakers will be determined in the following order: head to head (if only two teams tied with the same record), runs allowed, run differential (max 10 per game), coin flip.
f. If at the end of the game time limit a tie exists, preliminary play games will end in a tie. Bracket play games will play California Rule (last out of previous inning starts on 2nd base with one out).
g. The team ahead by fifteen (15) runs at the end of three (3) innings, ten (10) runs at the end of the 4th inning or later will be declared the winner.
h. Field dimensions are a 46-foot pitching distance and 60-foot base paths.
i. Innings Pitched: Pitchers are limited to a maximum of two (2) innings pitched per game. One pitch thrown in an inning will constitute one inning pitched.
j. A second visit to the mound in the same inning results in the pitcher’s removal from the mound. Pitching changes must be reported.
k. Once a pitcher has been removed from the pitching position, he may not return to the pitching position during that game.
l. Four warm-up pitches between innings are allowed. Six warm-up pitches are allowed for new pitchers.
m. No leading off until the ball crosses the plate. One warning will be given. The umpire will call the runner out if they leave early.
n. Base stealing is allowed for all games and stealing of home is permitted.
o. The ball must go directly back to the pitcher after an out.
p. No delayed steals
q. Continuous or roster batting order. Free substitution are allowed in the field except at the pitcher position.
r. A courtesy runner for the catcher is allowed and must be used with two outs. The player that made the last out will be the runner.
s. Infield fly rule is in effect. Fake bunts followed by a swing are not allowed.
t. Batter may NOT advance on a dropped 3rd strike in legal situations.
u. Bunting is allowed. Squaring to bunt and then swinging away is not allowed and any batter doing so will immediately be called out.
v. Bats must be USA or USSSA stamped with a max barrel width of 2 ¾“. No bats on the banned bat list will be allowed.
w. No metal spikes are allowed.
x. Runners must slide on all close plays. If a player does not slide, the team will be issued one warning. After the warning it will be recorded as an out.
y. Outfielders: Four (4)outfielders are allowed for 9u; Three (3)outfielders are allowed for 10u.
z. No infield or batting practice before the game on the playing field.
